There were many actors, directors and films that have simply been forgotten because they were not supported by the industry and critics. Pankaj Kapoor may even be forgotten after he's gone. I'm glad last year that this argument broke out about Dharm vs. Eklavya for the Oscar race. It shows that people are fighting back and are bringing it to the public's attention. They should do this every year until bollywood if forced to take notice.
It's the jury at these awards show who are to blame, they have a prejudice against any film outside the mainstream mumbai-based film industry. I believe many of them simply don't know what a good film is, they are more concerned with awarding films and performances that were popular with the masses.

Man! EKLAVYA was chosen over DHARM, just because of BIG VS SMALL, GRANDIOSITY VS GENUINITY. Same BLACK VS HKA!
Thats the only reason we can never be proud of what we do.
