A friend of mine ordered some PAL DVDs from Amazon.co.uk, and he asked me if they could be played on a DVD-ROM drive. I had to tell him that DVDs had region coding on them. Assuming that he downloads a patch to overcome region coding, can he play PAL DVDs on his DVD-ROM drive? I'm in the US. Do computers even deal with PAL and NTSC?

Yes, he can play PAL DVDs on his PC.

Yeh, PCs will play them, there not restricted to PAL/NTSC standards. There was a page posted by someone before which had all the hacks for DVD-ROM drives that will let you play any DVD from any region, Sorry didn’t save the link myself.
