No and no. Most Indian DVD are NTSC are mostly region 0 (or region free); few exceptions like Lagaan recently was region 1. NTSC and PAL are separate to region coding systems. Similarly not all PAL DVDs are region 2, some are region 0.

Mostly the disc is at fault. Problems arise from many things, authoring problems, disc media problems and handling of media. DVD sellers, authors and distributors will tell you different though and will try and shift the blame on DVD players! Again read this thread here;
