Could not believe what the two different sets of screen caps were implying and what Arsh said that TTE (Tip Top) version gives no combing:
Here is what I found from my set of Shahenshah DVDs:
TTE version definitely is Pseudo Progressive and not Progressive. If Arsh did not notice combing, then Video setting must have been on Auto Select or Force Bob. Or, may be, he noticed only those frames that give no combing (In Pseudo-Prog, 50% of frames give no combing).
BEI version is Progressive with Progressiove Flags avail.
Comparing video around the worst looking shot (above) from BEI DVD:
Side By Side Comparison:
Auto Select on Power DVD:
This sequence where AB just arrives at the Tabela/ Gambling House, BEI PQ is bad but TTE PQ is even worst. Notice that AB's eye/ eyes are barely visible in BEI DVD. In TTE DVD, it's visible in much less frames.

It's just a coincidence that whatever shots Arsh picked from the BEI DVD were bad ones and TTE ones were better ones.

Both TTE as well as BEI DVDs are made from same Telecine and even the opening to menu sequence is the same in both DVDs. Blast, with Dialog, "Kaun Ho Tum?? Rishte Mein To-----.
Bottom right hand corner has a small block of moving TTE logo in case of TTE DVD and moving BEI logo in case of BEI DVD.

Audio is fake 5.1 in TTE DVD. Recall, Theatrical audio was Mono.
Audio is 2 Ch in BEI DVD.

For a fair comparison, an exact same shot needs be compared from both DVDs. Differences are minisicule as both versions are from same Telecine and both have similar bit rate video. Only difference being, BEI DVD has same bit rate with 20% less fields needed and hence essentially is 20% higher bit rate.
