I do not own the DVD, took these screenshots from the blu-ray forum, where they were originally posted.
Along with 1942 ALS, Reliance has released 'Parinda' and 'Khamosh' as well.

The sound is said to be given a re-engineered treatment, here's an essence:-

In this shot, Manisha lights a diya. I must agree with you. This frame does look rather puzzling. Although it may seem much more settling when you take a look at the sequence in the film. It is somewhat of an experimental shot. A typical cinematographer may use similar framing in his films and would most likely focus the camera on the foreground, and not on the background. In the case of the 1942 ALS shot, it is the inverse! Manisha's face in the background is in focus and the objects in the foreground are blurred out.

Secondly, if you look at the vertices of the frame, you'd notice curved edges. In my knowledge, this can only be achieved when an anamorphic lens is used to film a sequence. Therefore, it is unlikely that the images in this film are a victim of being masked off from a narrower frame.
