The vast majority of Hindi DVD viewers are in India and the fact is that 13" - 21" 4x3 TVs form the bulk of the TVs sold in India to date. Thus as per your skewed logic DVDs ought to be manufactured and judged based on the results on a 13" - 21" 4x3 TV. Hmmm I suppose we ought to then be demanding Pan & Scan (4x3 Fool / Full Frame) transfers of 2.35:1 Indian movies. Actually if you think of it I don't think anyone would be able to truelly see any discernable difference between a VHS or a VCD or even a DVD at that size, specially if the movie is transferred in the 2.35:1 ratio.
I keep wondering, why those that keep speaking in support of the lowest common denominator and/or the most common denominator, atleast when it comes to home video, don't simply go buy the VHS or maybe VCDs and leave DVDs to those that really care about quality. The issue is not about a 100" screen, rather it is the fact that, even a Rs50 DVD from the likes of crap DVD maker, Moser Baer, outshines the Rs 450 Jodha Akbar DVD.
