Maybe it doesn't look good on your tv because you have a bigger HDTV then me? My HDTV is 34 inch widescreen, so maybe video quality doesn't look as bad to me as it would on a 65 inch widescreen HDTV...
Scratchy video is specks and lines going right down the video at different moments during the movie. It doesn't bother me that much...What I can't stand is the DVD company's logo that pops up during music scenes - that's just retarded!
The only "perfect" (as perfect as an Indian DVD can get) video quality dvds that I have seen are just Fiza, Saathiya, and Mission Kashmir!

Try searching "best indian dvds" or "best hindi dvds"; I found a couple of threads using that.

But in general the ones that have been good (of recent movies not DEI classics) that I can recall are (in order):

Asoka - Metrodome R2
Mission Kashmir - CT
Fiza - Spark/DEI (not VideoSound)
Lagaan - CT
HDDCS - DEI
Jung - DEI
KNPH - DEI
K3G - YRF
Koyla - SuperDigital

Some average ones:
Meenaxi - YRF
Saathiya - YRF
DCH - Spark (only if the disc didn't rot)
16 December - Cinebella
KHNH - YRF (the extra features are nice and the sound is good, but below avg PQ)
Mohabbatein - YRF
DDLJ - YRF (best version of film, though still crap)

The Guru - Universal (great PQ with DTS)
Bend it Like Beckham - Fox
Monsoon Wedding - Universal (though not anamorphic)

That's a very controversial statement that you have made! A lot of posters here would put Saathiya in the "crap dvd" category not "perfect video quality"!!!!
