Kamal Haasan's Sandiyar is based in a village in the Theni district in Tamil Nadu. Like his successful Thevar Magan (1992) (starring Sivaji Ganesan, Haasan, Revathy and Gautami) Sandiyar is a rural subject. He says the story and screenplay are based on real life incidents.

I don't see this being dubbed in Hindi, as dubbing in Hindi seems to be unpopular these days. The story seems inherently Tamilian, so it might be weird to see people in Southern rural clothes speaking Hindi! Hey Ram and Aalavandhaan/Abhay were bilinguals, but Sandiyar isn't, so perhaps Kamal is making it only for the Tamil audience, and maybe a dub in other Southern languages.
