Yes the based time is EST as that's where the host servers are located.

Not as simple as it seems. This forum software Ikonboard is used as downloaded freely. It’s not worth the hassle for me to hack into the perl scripts to include half hour adjustments – I’ve tried this before to include more ‘Post Icons’ but have caused more problems than its worth. Every time you apply bug fixes or updates the changes you made either disappear or cause cumulative problems.
You better off putting a request to programmers of Ikonboard to include this feature as standard in their next versions.
