8 bit video on PCs is usually using the full range from 0 to 255 for image data. Black = 0, white = 255.
The video standard for DVD and BD (and TV) uses values 16 for black, 235 for white. Beyond that is only used for rounding and filtering overshoots and control data. You are not supposed to see shadow detail below 16. Highlight detail above 235 may be present and you can calibrate so you can see it although that darkens the overall picture you see. When watching video on PCs you always have to deal with this range difference or you see too bright or dark images and with detail clipped or banding introduced.

What are PC levels used for? The standard for BR is Rec709, correct?

^ Rec.709/BT.709 is rather the ITU standards for HDTV but black level afaik represents brightness of the part of the image which emits no light (reason why it is black).

Yes, but if you watch it on a PC monitor it must be stretched to 0-255 or it's too bright (or you have to recalibrate the monitor each time you watch video with video levels).

The levels only need changing if they are incorrect to begin with.

Of the Blu-rays released thus far, only Bhool Bhulaiyaa, Billu Barber and Partner have had contrast issues.

Lage Raho Munna Bhai and New York were perfect, level-wise.

Eros, UTV, and Reliance have switched over to new BD Authoring housing. (Eros, and UTV were both using Digital Entertainment India).

The fourth coming releases will be re authored by the new BD authoring house! (No, BD Company information given).

That is the reason for the current delay any new BD releases from EROS, UTV, and Reliance.

Not sure what is going to achieved from that, from what little I've read about these Indian Bluray, they seem to be highly dependant on the source given to them by the film producers (same case for DVDs really), so if that doesn't change what's a new authoring house going to-do with same sources?
