India is a PAL region country. Then why are most DVD's released there are in NTSC format? Are people in India able to watch NTSC format dvds? What about UK? And how much does it cost to produce PAL and NTSC dvd?

Unlike Hollywood companies who make separate PAL and NTSC DVDs for their respective territories, most Indian DVD distributors will only ever produce one version of a DVD for the worldwide market. Since they believe the NTSC market is more profitable, that's the format they choose to encode all their discs in.

PAL television sets these days are capable of displaying NTSC signals also, so this isn't a problem for most people watching in India or the UK.

Almost all mid to high end televisions sold in India are capable of playing all tv systems and thus NTSC is not an issue at all. Anyone watching DVDs here as a tv that is capable of playing NTSC in it's native form.
