Basically, as many films don't use full space avail on the disc (I have no idea why??), it's possible to fit exact same encoding in one layer of the disc, by using the avail space more intelligently. Then second layer is avail for another film.
By further compression, even more films can be fitted on to one disc. But this will be a copy. How good a copy, depends on how intelligently the new compression is made.
Be careful, though. We don't know yet, how long these cheap 2in1s and replicated DVDs will last. I think most of these cheap discs are on Cheap Silver Media, which has been speculated to be the reason for disc rot in so many 'dual layer' DVDs.
