You will get the same from any VHS movie tape as well. I checked some of my old VHS movie tapes. Freeze frame is very noisy in my VCR for a LP speed original, but you can easily see the movement. I needed to press step button 30 times of which the frame moved only 24 times. There are repeated frames but they are photographed again and not just signalled to repeat the previous frame like in DVD.
